An Automatic Private IP Address is assigned by Windows when a DHCP server is not available. Although this IP address can’t communicate beyond the local subnet, it’s useful for networking with other APIPA-assigned devices on the local subnet. The available address range for APIPA is 169.254.1.0 through 169.254.254.255.
